…mandates Committee to review electricity laws, identify areas of conflict, overlap

President Bola Tinubu has inaugurated Femi Gbajabiamila, Chief of Staff to the President led 11-member committee to oversee the incorporation of the Grid Asset Management Company Limited (GAMCO) into a commercial venture, with ownership under the Ministry of Finance Incorporated.

The committee is tasked with ensuring the smooth rollout of GAMCO and modernising transmission evacuation across Nigeria’s power grid.

The committee’s mandate includes conducting a comprehensive review of existing laws, regulations, policies, and institutional frameworks governing the electricity sector—covering generation, transmission, distribution, and market operations.

It will examine the implications of the Electricity Reform Laws (2025) and related unbundling arrangements, identify conflicts or overlap in the legal framework, and assess the interface between GAMCO’s proposed functions and the statutory responsibilities of the Nigeria Electricity Regulatory Commission (NERC).

The committee will also evaluate the legal status, ownership structure, and contractual obligations of the Niger Delta Power Holding Company (NDPHC) and National Integrated Power Project (NIPP) assets, including the Omotosho, Olorunsogo, and Ihovbor plants, which will form the pilot phase of GAMCO.

Additionally, it will determine the fiscal, financial, and market implications of the project, including subsidy exposure, revenue frameworks, and whether primary legislation or regulations need amendment.

Gbajabiamila, who inaugurated the committee on behalf of the President, said the initiative is critical to achieving President Tinubu’s vision for the power sector.

“The establishment of GAMCO is a revolutionary step in optimising Nigeria’s grid and transmission sector,” he said, urging members to adhere strictly to their mandate.

Advisors Reports gathered that members of the Commitee includes the Attorney-General of the Federation, the Ministers of Power, Works, Finance, Communication and Digital Economy, Science, Technology and Innovation, Aviation and Aerospace Development, the Minister of State (Petroleum), the Chairman of the Nigeria Revenue Service, and energy expert Professor Yemi Oke. Dr John Chidiebere Ezeamama, Permanent Secretary of the Cabinet Affairs Office, serves as secretary.

Following the committee’s mandate, GAMCO will focus on recovering and optimising stranded power using the Benin-Lagos transmission corridor as a pilot phase.

The initiative aims to unlock at least 1,600 MW within 18–24 months and develop a 330kV+ double-circuit transmission line, leveraging underutilised Omotosho (513 MW), Olorunsogo (754 MW), and Ihovbor (508 MW) plants.

The project is designed to improve electricity reliability, attract private capital, enhance industrial productivity, and safeguard jobs, aligning with the Renewed Hope Agenda of the Tinubu administration.
